FLOR500, Garden 100 Thomas LeRoy Collins, Governor (1909–1991) Thomas LeRoy Collins was born in Tallahassee. He served in the Florida House of Representatives and then the Florida Senate. After service in the Navy during World War II, he rejoined the Senate. He was elected governor in 1954 to complete the term of the late Governor Daniel McCarty and was reelected to a full term in 1956. Collins was the first governor to win two consecutive terms. As governor, he promoted the growth of Florida's economy and worked to modernize Florida's school system.
