He began his long political career in 1934. He served in the Florida House of Representatives and, after World War II, in the Florida Senate. He was president of the Senate from 1966 to 1968. Some of the legislation enacted while he was in office includes the Florida Constitutional Revision, the establishment of the community college system, and advancement of the Florida School for the Deaf and Blind.
