Atkins, Minister, Civil Rights Activist (1922–1997) Joel Atkins graduated from Morehouse College at Atlanta and became the minister at Zion Hill Missionary Baptist Church at Winter Haven. He led the Winter Haven chapter of the NAACP, and organized peaceful protests against segregation in Polk County businesses and government institutions during the early 1960s. In the face of adversity and intimidation the courage of Rev. Atkins inspired many others to contribute to the end of racial segregation in Polk.
