He was elected the youngest mayor in Lakeland history. As mayor he introduced Elvis Presley at the Polk Theatre in August 1956. He was elected in 1957 at age 28, to the Florida Senate. Kelly quickly became a dominant force in Florida politics as an advocate for road improvements and affordable housing. He ran two hard-fought, but unsuccessful, campaigns for the Democratic nomination for governor in 1964 and 1966.
