He authorized the 1905 Buckman Act, a bill that reorganized higher education in Florida into three institutions, including Florida Agricultural and Mechanical University, Florida State College for Women, and the University of Florida.

Henry Buckman was a state legislator from Jacksonville who served as chairman of the Florida House Judiciary Committee in the early 1900’s.
