Marshall, Jr., Environmentalist (1919–1985) Marshall was the father of Florida’s environmental movement and spent 15 years as a biologist and administrator with the U.S. Fish and Wildlife Service. Marshall defeated projects that would have threatened the wetlands. He also wrote what is known as “The Marshall Plan” which still serves as a blueprint for Everglades restoration.
